The ideological considerations of the highest order, as well as the innovative path we have chosen, requires an analysis of the mass participation system. Our business is not as unambiguous as it might seem: the further development of various forms of activity creates the need to include a number of extraordinary measures in the production plan, taking into account the set of new principles of the formation of the material, technical and personnel base.
